At WRAP we are working for a world in which resources are used sustainably working with governments, businesses and communities to deliver practical solutions to improve resource efficiency.

The Collaborative Change Programme for Wales works with local authorities across the country supporting them to improve their recycling services and meet the targets in Wales’ ambitious Circular Economy Strategy.  We offer a programme of strategic, technical and operational support via a team of advisers and other partners – all working towards zero waste by 2050.

As the programme continues to grow in influence and reach, we’re bringing new data analysis and project delivery capability into the team.  Managing a range of projects aimed at providing advice, guidance and analysis to local authorities, you’ll be part of a team focused on improving the design, delivery, cost and effectiveness of recycling and waste services across Wales.

The role involves collaborating closely with local authorities, providing complex analysis and evidence to advise on technical aspects of recycling and waste service options and developing new approaches and best practice.

We recognise this is a niche position, and we’re looking for some quite specific skills as a result.  Aside from the data analysis and project management capability, you’ll be self-motivated and have plenty of experience working in or with the public sector, particularly local authorities. You’ll have good knowledge of recycling systems and the legislative and regulatory policy of the sector in Wales.

This is a full-time, permanent role based in our Cardiff office (once it reopens) or home-based in Wales.  Please refer to the job description below for further details about what the role entails and the job essentials.

WRAP welcomes applications from suitably qualified applicants, regardless of religion, age, sex, sexual orientation, gender reassignment, marital status, disability or race.

To apply, please complete an application form and email to, enclosing your CV.

Interviews will be held week commencing 16th November 2020.

WRAP has achieved ISO9001:2015 certification for our design, development, management and delivery of programmes and projects which provide resource sustainable solutions.
