This guidance document supports the Welsh Government’s ambition to deliver a circular economy for Wales. This guide aims to help public and private sector clients and contractors to:

  • Consider whole life carbon impacts linked to the purchase of built assets, their design and construction and in particular, the selection of materials with lower embodied carbon over the built asset's lifetime.
  • Enhance the application of circular economy outcomes.
  • Enhance high quality re-use, recycling, and avoidance of waste to landfill.
  • Clearly define relevant procurement requirements and set out expectations.

Swansea-based Techlan's business model demonstrates the circular economy in action in Wales.

The company successfully developed and patented a method for removing surface contamination from large reels of silicone release paper used in the manufacture of composites for the aerospace and wind energy sectors.

This high value paper was used just once and then landfilled, until Techlan devised a process to clean the paper on both sides, allowing it to be reused several times.

Funded by the Welsh Government, the Circular Materials Mapping Tool has been developed by WRAP Cymru with support from Resilience Sustainable Solutions and Green Edge Applications Limited. 

The Circular Materials Map is intended to help support greater collaboration between the many businesses that make up Wales’ plastics and paper sectors. It provides businesses with the opportunity to further enhance their understanding of the plastics and paper industries with the overarching aim of creating a plastics and paper circular economy within Wales.
