In 2020 Welsh Government requested WRAP Cymru, through the Collaborative Change Programme, undertake a high-level assessment of the potential impacts of a Deposit Return Scheme (DRS) on Welsh local authorities’ waste collection services.

The aim was to provide an analysis of both the statutory recycling performance and financial implications of a deposit return scheme on Welsh local authorities. This being a desk-based assessment using existing information.

Initially the analysis was conducted on an all-Wales level and for each of the two predominant kerbside collection systems (Blueprint and Commingled). Following a presentation of results to a group of local authority stakeholders, the modelling was refined to include some residual compositional sensitivities.

Results were provided to Welsh Government and stakeholders through a series of presentations. This document serves to provide an overview of the methodology and those results.
